Services for Local Government

The State Treasury is the State of Oregon’s financial hub and a sophisticated business operation. The office provides a menu of investment, bonding and banking services to serve citizens, public retirees and local governments including schools, cities and counties.

It is also important to point out what the Treasury does not do: It does not collect taxes, it does not draft the state budget and nor does it oversee the spending of resources by State or local government agencies.

All Oregon local government agencies can access Treasury services, and those services include:

Low-cost financial services.
Investment of revenue until needed in the Oregon Short Term Fund and Local Government Investment Pool.
Debt management services including technical expertise, overlapping debt reports, the Oregon bond calendar and the Oregon Bond Education Center.
Helping to connect local governments with resources for public works loans though the Infrastructure Finance Authority.
Regular newsletters to keep officials informed about treasury business, regulatory changes and public fund performance.
The State Treasurer’s office also protects the assets of public institutions from the risk of bank failures through the Public Funds Collateral Program, whereby all banks holding public deposits have to help pay back public institutions if deposits are lost in a bank failure.
